The Health Protection Agency (HPA) has published advice on the impact on health of emissions from landfill sites. The advice is in the form of a review that encompasses the results of a number of epidemiological studies, detailed monitoring results from a major project funded by the Environment Agency.

Housing: RPT Decision is good news for tackling excess cold
The recent criticism of the Residential Property Tribunal (RPT) Service during parliamentary questions (EHN, 3 June, page 6) followed a worrying series of Tribunal decisions that had threatened to curb EHPs activities in tackling the hazard of excess cold and reducing fuel poverty in privately rented homes.
Housing: Living Well at Home Inquiry Report Published
The All Party Parliamentary Group on Housing and Care has produced a report from its Inquiry into ‘Living Well at Home’.
Housing: Cleaning costs and unpaid rent are leading cause of deposit deductions
Cleaning costs and unpaid rent are the top reasons why deposit money is withheld when a tenant moves out of a rented property, my|deposits has found. The tenancy deposit protection scheme surveyed* landlords and agents, asking them the main reasons why they withhold deposit money at the end of a tenancy.
Housing: Landlords fined over £21,000 for endangering tenants’ lives
At Redhill Magistrates Court on 6 June 2011, landlords Mr Ciesco and his sister Ms Ciesco, the owners of 40 Miles Road, Epsom pleaded guilty to two offences against the Housing Act, the first being ‘Breach of Prohibition Order’ and the other ‘Failure to Licence a House in Multiple Occupation’.

RPT Decision: HMO Licence Appeal (CHI/00HE/HMV/2011/0001)
Respondent: Cornwall Council
Applicants: Mr Martin John Billingsley
This decision relates to an Appeal against a decision by Cornwall Council to revoke a HMO Licence. The Southern Panel dismissed the appeal and confirmed the Respondent’s decision to revoke the HMO Licence.
RPT Decision: Overcrowding Notice Appeals (CAM/26UD/HON/2011/0002)
Respondent: East Hertfordshire District Council
Applicants: Charles Bancroft
This decision relates to 2 Appeals against the service of an Overcrowding Notice by East Herefordshire District Council. The Eastern Panel varied the Overcrowding notice and the Appellant was ordered to pay the Respondent (Local Authority) costs of £69.95.
RPT Decision: Improvement Notice Appeal (CAM/22UF/HIN/2011/0006)
Respondent: Chelmsford Borough Council
Applicants: RWH Properties Ltd (Director Mr Roger Lord)
This decision relates to an Appeal against an Improvement Notice served by Chelmsford Borough Council involving a Category 1 hazard of Excess Cold. The Eastern Panel agreed with the service of the Improvement Notice but extended the compliance date.

Respondent: East Dorset District Council
Applicants: Mrs Julie Teresa Adams
This case involves an Appeal against an Improvement Notice served by East Dorset District Council. The Improvement Notice related to a Category 1 hazard of Excess Cold. The Southern Panel quashed the Improvement Notice and dismissed the Local Authority’s claim for costs.
Public Health
Public Health: Smoking in Shisha Garden leads to £4,000 fine
A city centre restaurant that allowed customers to smoke in an enclosed area has been fined more than £4,000. Aqua Food and Mood was prosecuted following a visit from Coventry City Council’s Licensing Officers in November last year.
Public Health: Bracknell woman fined £515 for loud music
A Bracknell woman who cranked up a home-stereo so loud it could be heard in her neighbours’ homes has been prosecuted by Bracknell Forest Council.
