He was prosecuted for seven offences including failing to ensure that there was a working fire alarm system and a constant electricity supply and failing to maintain unobstructed escape routes. Mr Hayat also did not make appropriate arrangements for disposal of refuse.
Mr Hayat pleaded guilty to all seven offences at the first hearing on 30 September 2011. He was fined a total of £12,000 and ordered to pay the council’s costs of £300.
Cllr Debbie Pickford, Cherwell District Council’s lead member for housing, said: “The council is committed to dealing with unsatisfactory housing. We work with landlords whenever we can and the majority of our enforcement work is achieved informally. Where we find serious breaches of the law, or in cases where landlords or managers repeatedly fail to do what the law requires, as in this case, we will take them to court.
“Mr Hayat left tenants without proper fire detection in an unsafe house. He knew what was required and we are pleased that the court shared our view of the seriousness of the offences. Safe standards must be maintained and we shall continue to take action to make sure they are.
“I want to congratulate Cherwell District Council officers for bringing this case to court and for working hard to ensure housing is fit for purpose for all in the district”.
