The 22-year-old was first warned about playing loud music in May 2011 following complaints from neighbours, but she persisted in causing a nuisance.

In June she signed an Acceptable Behaviour Contract but this was breached within two months and she received a warning letter.

Miss Flanagan received another warning for breaching the contract in October and two months later the council’s Environmental Health department issued a Noise Abatement Notice.

A warrant to remove sound making equipment was later served.

In January a Notice Seeking Possession of the property was issued and after Miss Flanagan missed two court dates authorisation was given for Halton Housing Trust to take possession of the flat.

“Neighbours of Miss Flanagan supported the Trust in our efforts to resolve the situation and we are grateful for their understanding during what was a difficult time for them,” said Brian Gill, Anti-Social Behaviour Officer at the Trust.

“Miss Flanagan was given several opportunities to mend her ways but chose not to and we will not hesitate to act if residents persist in behaving in an inconsiderate manner and disrupt the lives of their neighbours who have a right to live peacefully.”
