Five people have been taken to court by Caerphilly County Borough Council and fined for committing environmental offences in Caerphilly county borough.

The offences, for littering or dog fouling, were brought about after the non payment of fixed penalty notices of £75, issued by Caerphilly County Borough Council’s Enforcement team. Where non-payment of a fixed penalty notice occurs, the case is pursued through the courts without exception.

The individuals prosecuted are: –

  • Joanne Nicholas, of Ynys Las, Nelson. The offence related to allowing her dog to foul and then failing to pick it up at Maes yr Onen, Nelson. Her case was heard at Abergavenny Magistrates Court on 29th October 2012. Nicholas did not attend court, therefore the case was proven in her absence. She was ordered to pay a £400 fine, together with £85 costs and a £15 victim surcharge.
  • Kameron Maddocks, of Bright Street, Crosskeys. The offence related to dropping litter at Waunfawr Park Road, Crosskeys. His case was heard at Abergavenny Magistrates Court on 22nd October 2012. Maddocks was ordered to pay a £400 fine, together with £85 costs and a £15 surcharge.
  • Rebecca Williams, of Waunllwyn Crescent, Blackwood. The offence related to dropping a cigarette butt at Twyn Road, Ystrad Mynach. Her case was heard at Abergavenny Magistrates Court on 29th October 2012. Williams was ordered to pay a £400 fine, together with £85 costs and a £15 surcharge.
  • Rhiannon Wills, of Ynys Las, Nelson. The offence related to dropping litter at Nelson RFC. Her case was heard at Abergavenny Magistrates Court on 29th October 2012. Wills did not attend court, but pleaded guilty by post. She was ordered to pay a £400 fine, together with £85 costs and a £15 victim surcharge.
  • Gavin Evans, of Caerleon Close, St Mellons, Cardiff. The offence related to dropping litter at Caerphilly Bus Station. His case was heard at Abergavenny Magistrates Court on 6th November 2012. Evans did not attend court, therefore the case was proven in his absence. He was ordered to pay a fine of £100, together with £85 costs and a £15 victim surcharge.

Cllr David Poole, Cabinet Member for Community and Leisure Services said, “These five people, collectively, have been ordered to pay a total of £2,200 for committing environmental offences in our county borough, and each of these offences could so easily have been avoided had they taken their environmental responsibilities seriously. We cannot and will not allow these irresponsible individuals to get away with it, and will use all the tools at our disposal to ensure this is the case”.
