A man who played music so loud it stopped his neighbours from sleeping has been fined £200 and ordered to pay Harlow Council £600 in costs.

Mr. Underwood of Spring Hills, who did not attend court, was found guilty at Chelmsford Magistrates Court last Tuesday (22 January 2013) for noise nuisance after breaching an Environmental Protection Notice.
Following complaints from residents, a Council Environmental Health Officer witnessed Mr Underwood playing very loud music between 1.40am and 2am on 29 September last year. Mr. Underwood had been warned about his conduct in the months leading up to the offence and had failed to turn up for an interview with Council Officers to discuss the matter.
Councillor Phil Waite, Cabinet Portfolio Holder for Environment, said:
“Harlow’s residents are entitled to enjoy their homes in peace and quiet. The Council will act to protect that right and no one should have to put up with their neighbours playing loud music in the early hours of the morning. As this was a flat block it meant people upstairs, downstairs and next door all suffered.”
