An officer from the Council’s Environmental Enforcement Team witnessed Caroline throwing a cigarette butt from her car while driving in Brantwood Road.
The Council contacted Caroline, who admitted to driving at the time and dropping the cigarette from the window.
She was issued a fixed penalty notice of £75, which would have been reduced to £50 had she paid within ten days.
However, after not paying the penalty despite being given a further warning, the case was put before the Magistrates Court on 28 January 2013.
Caroline, who failed to attend court, was found guilty and sentenced to a £200 fine. In addition, she was ordered to pay a £15 surcharge and a £220 contribution towards the court’s fees.
Cllr Aslam Khan, the Council’s tobacco free champion, said: “All cars now have ash trays in them, so there is absolutely no excuse for littering Luton’s streets.
“Our message is clear, if you are caught littering, you will be prosecuted.”
