THE owner of a Chinese style restaurant in Darlington has pleaded guilty at Darlington Magistrates Court to food hygiene offences following inspections carried out by Darlington Council’s Environmental Health officers.

Xiao Ling Liu, the owner of China Express, 159 Northgate, attended Darlington Magistrates Court with an interpreter on 17/07/13 and pleaded guilty to six specimen food hygiene offences. She was fined £600 together with a £60 victim surcharge and the Council was awarded £287.50 costs.

The prosecution resulted from a programmed inspection carried out by an Environmental Health Officer  on 11 March 2013 when serious food hygiene offences were identified :

  1. The premises was not kept clean
  2. Equipment in the premises was not kept clean
  3. food handling staff were not wearing suitable, clean and where necessary, protective clothing
  4. Ready to eat food throughout the premises was not protected and was at risk of contamination in that it was stored next to raw meat or in containers that previously contained raw meat
  5. food handlers were not supervised and instructed and/or trained in food hygiene matters commensurate with their work activity
  6. failed to implement a food safety system based on the principals of hazard analysis.
