​A Romford resident who kept neighbours awake with blaring music was fined £1,200 after a Havering Council investigation seized professional DJ equipment from the home of Joszef Zerkula of Oak Street, Romford RM7 7BS.

​The fine came after nearby tenants complained of being subject to deafening sounds at the defendant’s home. He was also ordered to pay costs of £1,752.90, a victim surcharge of £120 and compensation of £150.

Complaints about Zerkula first came to light when, in winter 2005, a neighbouring home owner contacted the Council about the extremely loud music coming from his home. Following this the Council contacted Zerkula to warn him about his use of loud music however he continued to disturb fellow residents up until December 2011 when the Council officially served Zerkula with an Abatement Notice.

Complaints from residents continued leading to Zerkula breaching his Abatement Notice on Sunday 30 September 2012. Officers from the Council, under warrant and accompanied by the police, seized Zerkula’s DJ equipment which they believed to be responsible for the noise.

Despite last year’s action, the Council still received noise complaints for Zerkula’s neighbours which resulted in the case going to trial this year and Zerluka slapped with a fine of £1,200.

Cabinet Member for Public Protection, Councillor Lesley Kelly, said:

“We take a dim view on those who continue to disturb their neighbours after numerous warnings from the Council.

“In this case, it was the natural step to push for, and then get, the toughest reprimand we could to drive home the message that we do not tolerate those who flout the rules”
