Two Hull residents have been fined after Hull City Council’s Environmental Regulation Team investigated reports of excessive noise at a property in Perth Street West.

At Hull magistrate’s court on 9 August 2013, Craig Stipetic and Amanda Hope of 155 Perth Street West were each fined £600 with £60 victim surcharge and both ordered to pay £642 costs for eight breaches of abatement notices served on them by the Council.

Following a complaint about arguing and dog barking, the Council wrote to the couple requesting that they take measures to stop the noise.

Further complaints were received and the council monitored noise at the property by installing noise monitoring equipment in the house and conducting visits at the property when noise was reported to happen.

An abatement notice relating to dog barking was served on the couple in January 2013 and a further notice was served in April 2013 due to shouting and raised voices.

After numerous breaches of the abatement notices the residents were prosecuted, despite the Council making contact with the residents to advise them on the consequences of the breaches.

The Council monitored Ms Hope and Mr Stipetic on 32 occasions and witnessed 12 statutory nuisances.

Councillor Hewitt, Portfolio Holder for Neighbourhoods and Communities said:

“Residents have a responsibility to live in their property without causing nuisance to other residents.

“Excessive noise can cause distress to neighbours and communities and the council is committed to dealing with anyone that causes noise problems.
