A Trimsaran man has been fined £200 for transporting windows in his van without a waste carriers licence. Emyr Bowen Harries, aged 45, of Heol Morlais, Trimsaran, was also ordered to pay £300 prosecution costs and a £20 victim surcharge.

He pleaded guilty to an offence under the Control of Pollution (Amendment) Act 1989 at Carmarthen Magistrates Court. The court heard that last April, the council’s environmental enforcement section received a complaint of PVC windows being dumped at the rear of 111-113 Station Road, Llanelli.

CCTV footage from the police showed a large silver van towing a trailer down Station Road earlier that morning. Officers were able to trace the vehicle owner and sent a letter inviting him for interview.

Harries admitted transporting and depositing windows from a property in Kidwelly to Llanelli, where he had agreed with the owner of the Willow Café to leave them as someone was going to pick up the frames and glass to use as a greenhouse.

Harries had been running his carpentry/ window fitting business for approximately 23 years; however he did not hold a waste carriers licence, which is required by law.

Executive Board Member for Environmental and Public Protection Cllr Jim Jones said: “All businesses that carry waste, including scrap merchants, skip companies, builders and gardeners, must have a waste carriers licence. They must also make sure they have the correct paperwork for all the waste they carry and only use licensed waste sites to dispose of their rubbish.”
