Mohammed Abdul Noor, who operates Ibrahim’s Tasty Bites, 59 Hawthorn Road, Bognor Regis, pleaded guilty to five offences and was fined £2610.78 including costs at Chichester Magistrates Court on Monday 22 April 2013.

Officers from Arun District Council’s Food Safety Team visited the premises on six occasions between 2010, when it opened, and June 2012. After every visit requirements were explained verbally and in writing.
Continuing poor practices resulted in the service of Food Hygiene Improvement Notices on Mr Noor in July 2012. Further visits to the premises on 3 and 9 October 2012 revealed that Mr Noor had not complied with one of the Hygiene Improvement Notices and that food safety standards at the premises were still poor.
Prosecuted for five offences, Mr Noor’s first two offences related to non-compliance with a Hygiene Improvement Notice after he failed to provide and implement a food safety management system, identify food safety hazards or put in place effective control and monitoring procedures. These had important risks to health associated with them which is why the Council sought to prosecute in this case prosecution.
In addition, Mr Noor was prosecuted for failing to ensure that staff involved in food preparation were properly managing the risks associated with poor hygiene and food handling.
Assistant Director for Environment Services Philippa Dart said: “Officers from the food safety team at Arun District Council always try to work with businesses in the district, providing advice and guidance.
However, our primary concern is the health of our community who should be able to have confidence that any food they buy from businesses in Arun is safe.
That is why businesses have a duty to comply with relevant food safety legislation and where they repeatedly ignore the advice and guidance given, as was the case with Mr Noor at Ibrahim’s Tasty Bites, then formal action will be taken.
