In October 2012, a complaint from a member of the public provided evidence relating to the illegal disposal of waste from a vehicle.

The evidence indicated that waste was illegally deposited from a Ford Transit van with S. Morgan and Sons written on both sides and the bonnet.
Two men were seen depositing the waste from the vehicle at Heol Bryn Selu, Gellideg, Merthyr Tydfil.
Enquiries by Merthyr Tydfil County Borough Council revealed the vehicle was used by a Mr. Shane Stephen Morgan of Dowlais, Merthyr Tydfil. During interview Mr. Morgan admitted being present and that he was responsible for depositing the waste but that it was given to ‘kids’ as part of a bonfire they were building.
The waste had come from a house that was being renovated in Dowlais.
Mr. Morgan was charged with illegally depositing waste under section 33 of the Environmental Protection Act 1990 which carries a maximum penalty of £25,000 fine and/or 6 months custody.
On the 4th June 2013 at Merthyr Tydfil magistrates, Mr Morgan pleaded guilty to the offence and was fined £250 and ordered to pay costs of £426.
Both the Council’s Environmental Health and the Environmental Services are working proactively to ensure targeted operations are carried out against those that believe it is acceptable to dump waste illegally.
Those who undertake this activity for financial gain or allow their vehicles to be used for such a purpose are now a high priority for the Council. The Council is also warning householders to ensure that their waste is being carried and disposed of legally so that they are not implicated in such criminal offences.
Councillor Chris Barry, Cabinet Member for Customer Services of Merthyr Tydfil CBC states: “Protecting the environment is a key priority for the Council. The expenditure and clean up costs incurred by local authorities as a result of the illegal dumping of waste are considerable. I am confident that the penalties imposed in this case will act as a powerful deterrent to those considering dumping waste illegally in future. I would like to personally thank the residents for assisting the authority in this matter.’
