Zhong le Chen (38), of Topcliffe Mount, Selby, was the owner of the Green Dragon takeaway – he pleaded guilty at York Magistrates Court today (Thursday 6 June) to four counts of breaching regulations from the Food Hygiene (England) Regulations 2006.

Following a complaint Environmental Health Officers from Selby District Council visited the Finkle Hill takeaway. They found a poorly managed kitchen that was untidy and dirty. The kitchen was mouldy, there was no soap in the wash basin of the toilet and rat droppings were discovered. The premises were rated as ‘zero’ under the national food hygiene safety scheme.

Enforcement Officer Tim Grogan commented, “This prosecution clearly demonstrates that Selby District Council will take all necessary enforcement action where people who supply food to the public are found to be blameworthy and breaches of legislation are considered detrimental to people’s health.”

Mr Chen was fined £1,000 per offence (£4,000), ordered to pay costs of £1,000 and a surcharge of £120.

Environmental Health officers have been working with Mr Chen following the offence to ensure food hygiene regulations are complied with at the premises.
