At Redhill Magistrates’ Court, Mark Bryan, (trading as Edge Clearance Services) of Grenaby Avenue, Croydon CR0 2EG pleaded guilty to 26 offences relating to fly tipping. He was given three years conditional discharge and ordered to pay the Council’s clear up costs of £1500, as well as legal costs of £1170.

In September 2012 flytipping was found in North Park Lane, Godstone, a field off Barrow Green Road, Oxted and on the Limpsfield Road, Warlingham, opposite the Farmhouse pub and also at the entrance to Cheverells Farm.

Evidence recovered at the four sites suggested all originated from one address in Streatham. The Council’s Waste Enforcement Officer visited the address where the owners of the property advised him waste was removed from the building on at least four occasions by Edge Clearance Services. They identified the flytipped waste as coming from their premises.

In October, the Waste Enforcement Officer found a large flytip of building waste in Scotshall Lane, Warlingham, which included details of a development in Thornton Heath.  The project manager for the development identified the waste as coming from there and told the Waste Enforcement Officer waste had been removed by someone with the same contact details as Edge Clearance Services.

In October another flytipping incident was reported in White Lane, Titsey and evidence, including a vehicle number plate, linked it to Edge Clearance Services.

In November 2012 Mark Bryan was asked for information about the driver of the vehicle at the time of the offence in White Lane. He replied stating he was responsible for the vehicle. Notices were subsequently sent to Mr Bryan asking for details about waste removal in Streatham and Thornton Heath, as well as in relation to another large flytip in Ledgers Road, Warlingham, which had taken place in early December.

Bryan was asked to attend an interview under caution at the Council Offices at Oxted in December 2012. During the course of the interview Mr Bryan accepted responsibility for not ensuring waste collected by his company had been disposed of properly. Following the interview Mark Bryan was reported for flytipping offences. Edge Clearance Services has since ceased trading.

Councillor Tony Elias, Chairman of the Community Services Committee, said: “Mark Bryan was a prolific flytipper. Thanks to the thorough investigation carried out by the council the offences were linked and his activities brought to an end.”
