The owner of a restaurant in Green Lanes has been fined £11,620 by Tottenham Magistrates for ignoring property management laws and failing to comply with a special licensing scheme that regulates HMOs (houses in multiple occupation) in the Harringay Ladder area.

Appearing at court earlier this month Yayla Restaurant owner, Hayrettin Kacmaz pleaded guilty to failing to licence accommodation above his business at 429 and 429a Green Lanes N4 as HMOs.
He also pleaded guilty to failing to properly manage the premises (with defects found to include a leaking roof, missing handrails, and broken windows), failing to provide the council with copies of gas and electrical safety reports, and failing to provide details of persons with an interest in the properties.
In addition to the fine Mr Kacmaz was ordered to pay full costs of £1680 to the council.
Councillor Joseph Ejiofor, Cabinet Member for Planning and Enforcement, said:
“The law and the local HMO licensing scheme are crystal clear and it is a false economy when landlords like Mr Kacmaz fail to properly licence and maintain their properties.
“When landlords offer a property to rent they have a duty to ensure that property is both safe and suitable. Safe to live in and suitable to be let. Even though he had the good sense to plead guilty Mr Kacmaz is facing a hefty fine – which could quite easily have been avoided.
“This is why our council is extending the HMO licensing scheme to Tottenham, and this case reinforces our message to HMO landlords that if they don’t get the required licenses and they don’t properly maintain their properties for tenants, they will be prosecuted.”
