In December 2009, Tariq Zaman was prosecuted by the Leeds City Council’s HMO (Houses in Multiple Occupation) Licensing Team for operating four licensable HMOs without a licence. Fines in excess of £10,000 were imposed for these offences. Subsequently his ‘fit and proper person’ status was removed and his HMO licences revoked.

At this time, the HMO Licensing Team worked with a number of organisations in an effort to resolve complaints being received regarding none return of tenancy deposits.
Tariq Zaman’s activities were highlighted in the BBC TV programme ‘Watchdog’. On the 13th August 2012, he appeared at Leeds Crown Court for a confiscation hearing under the Proceeds of Crime Act. Details of the hearing are available here.
