We have published the third and final part of our feature on Oxford City Council’s HMO Licensing Scheme. Part 3 focuses on enforcement and details how Oxford has become the toughest local authorities in the UK for private sector housing standards. Since the scheme commenced in January 2011:

  • 165 cases have been investigated and closed;
  • a further 148 are still under investigation; &
  • legal action has been taken in 33 cases.

According to our recent Statistical Release, with 10 housing prosecution in 2012, Oxford City Council has carried out more prosecutions than any other local authority in 2012. Over the next week we will be updating our statistical release with this data. Read Part 3 of HMO Licensing Oxford here.

Food Safety: Pizza firm fine for poor hygiene
A Dudley pizza firm has landed a £7,334 court bill after admitting a string of hygiene offences at the shop.

Housing

Housing: Cornwall Council successfully prosecutes landlord
Cornwall Council has successfully prosecuted Julie Stoddern of Roskear Village, Camborne under the Housing Act 2004 for operating an unlicensed House in Multiple Occupation (HMO) and for not complying with a Prohibition Order relating to a dangerous staircase.

Housing: Unlicensed HMO lands landlord with hefty £10,000 fine
A Harlow landlord who converted a house into four separate households without having a HMO licence has been fined £10,000.

HMO Licensing Oxford – Part 3: Enforcement
A strict enforcement line has seen Oxford become one of the toughest local authorities in the UK for private sector housing standards. There is a significant amount of enforcement work being carried out on the non-compliant part of the HMO stock.

Housing: Leeds landlord fined after disregarding tenants safety
A negligent landlord in Leeds has been fined £2800 and ordered to pay costs of £2993 plus a £15 victim surcharge, after failing to comply with an improvement notice.

BS 8903:2010: Principles and framework for procuring sustainably. Guide
BS 8903 sets out a comprehensive framework to help management with sustainable and economic development. By following these guidelines, you can implement sustainable procurement processes across all supply chains. This British Standard also helps you put the correct measures in place to test sustainability. What’s more, all these principles apply to both private and public sector, although if you are in the public sector, you should also comply with the EU Procurement Directives. The EU has specific requirements for public procurement and considerations for tenders and contracts.

The newly revised PAS 2030 adds a further 12 permissible energy efficiency measures (EEM), either in the form of new annexes or through amendment to existing annexes. This builds on the 26 existing measures which cover heating, insulation and glazing.



Roadmap to support Environmental Permitting Regulations
A report published in November 2012 helps the waste industry take greater responsibility for its environmental performance. BSI’s “Standardization Roadmap to Support Waste Regulations” project was in response to an open letter from the Government requesting knowledge and insight into how standards, conformity assessment and accreditation can make a tangible impact on waste management policy, regulation and enforcement.
