The Autumn Rough Sleeping Statistics for England have been published by Communities & Local Government. This is the second annual statistical release following the introduction of revised guidance on evaluating the extent of rough sleeping in September 2010. The figures show that the number of people sleeping rough has increased by 23 per cent since last year. Read the full story here.
Last weeks ‘HSE Prosecutions in brief’ included an article about a St Helens business man (Mr John Webster) who was prosecution following an HSE investigation. Mr Webster has provided a response to the prosecution here.
As part of his dissertation, Building Surveying student Pete Mallinson is conduction a research project titled “The influence of on site mobile technology in the collection of stock condition survey data”. Housing: Portfolio landlords feeling the pinch
Rents may have risen in the private sector over the last year, but professional landlords are feeling the pinch. The latest findings from the BDRC Continental quarterly Landlords Panel research reveals the biggest rise in the number of portfolio landlords making a loss since the Landlords Panel began in 2006.
Housing: Rough Sleeping in England up 23%
Housing Minister Grant Shapps today warned aspiring Dick Whittingtons from across the continent not to come to London before making firm plans, with figures showing that more than half the capital’s rough sleepers come from overseas.

Opinion: Puff Puff Nudge Nudge
Over time regulators have prohibited smoking inside public spaces, increased the minimum age for tobacco sales, placed bans on tobacco advertising, imposed mandatory health warnings on packaging and, most recently, prohibited the sale of tobacco products from vending machines. Housing: Britons have cut back on food & fuel bills to help pay housing costs

A YouGov survey of 4,014 British adults for housing charity Shelter has revealed that more than one in five people have spent less on gas and electricity to help pay their rent or mortgage in the last 12 months, and just over one in three have spent less on food.

RPT Decision: Improvement Notice Appeal (LON/00BK/HIN/2011/0029)

This case involves an Appeal against an Improvement Notice made by Westminster City Council. The Improvement Notice included a Category 1 hazard of ‘Excess Heat’. The London Panel confirmed the Improvement Notice and the appeal dismissed.

RPT Decision: Improvement Notice Appeal (MAN/00CJ/HIN/2011/0020)
Respondent: Newcastle City Council
Applicants: Andrew Huskins and John Astill
Subject Property: 11 Westgate Hill Terrace, Summerhill, Newcastle upon Tyne, NE4 6AS
This case relates to an Appeal against an Improvement Notice made by Newcastle City Council. The Northern Panel determined that the Improvement Notice was invalid in that the ‘notes’ to the Improvement Notice were not served at the same time as the Improvement Notice. Therefore the Tribunal could not determine the appeal as they had no Jurisdiction.
RPT Decision: HIMO Licence Appeal (RIR/00FY/HMV/2011/003)
Respondent: Nottingham City Council
Applicants: Mr Tariq Hussain
Subject Property: 6 Colville Villas, Nottingham, NG1 4HN
This is an Appeal against a decision by Nottingham City Council to refuse to vary a licence. The Midland Panel refused the Appellant’s application to vary the existing HMO licence.
RPT Decision: Rent Repayment Order (LON/00AW/HML/2011/0003)
Respondent: Westwoods Ltd
Applicants: Royal Borough of Kensington & Chelsea
Subject Property: 104 & 106 Gloucester Road, London SW7 4RH
This case involves two sets of premises and is regarding HMO Licensing in the Royal Borough of Kensington & Chelsea. The London Panel determined that both properties constituted as a licensable HMO, and that the Respondents are to pay the Local Authority £500 in costs.
