National Housing Federation, Shelter and the Chartered Institute of Housing have published the third Housing Report. Shelter have commented that:

“since May 2010 homelessness has risen, and the problem of homeless families stuck in unsuitable B&Bs for more than six weeks has returned, while private rents and the number of Housing Benefit claimants are up, putting a strain on hard pressed families’ budgets and the welfare bill alike.

At best, the numbers suggest that housing in England is bumping along the bottom….”

Environmental Protection: Leeds man fined for allowing rubbish to rot in his yard
A man from south Leeds has been fined thousands of pounds for allowing rubbish to rot in his yard. Brian Parkinson, Tilsbury Parade, Holbeck, was found guilty for non compliance with Section 92 of the Environmental Protection Act having left household waste and carpet to fester outside his home for months.

Environmental Protection: Sleaford resident given ASBO
Sleaford teenager Joshua Sergeant was today (Monday, Nov 19) given a two-year Anti-Social Behaviour Order at Lincoln Magistrates Court. Mr Sergeant moved to Pear Tree Close in the Lincolnshire market town, winning £500,000 on a McDonald’s Monopoly scratchcard game in 2011.

Food Safety: Cheerio Cafe charged £3,000 for food hygiene failures
A roadside cafe owner has been ordered to pay almost £3,000 in fines and costs after admitting 19 breaches of food hygiene regulations and three failures to comply with Hygiene Improvement Notices.

Housing: Ilford slum landlord fined for hell hole
Sukhbir Singh Birak, 37, of Kensington Gardens, Ilford, admitted at Thames Magistrates’ Court that he failed to comply with an Improvement Notice. This was served on him under the Housing Act by Newham Council in July 2011 for his mid terraced three-bedroom Victorian house on Chester Road in Forest Gate (Photos on Flickr).

Housing: Resident landlord with ASBO fined for putting tenants at risk
A landlord has been ordered to pay fines and costs of £8,074.60 for putting tenants at risk by failing to comply with fire regulations for a house in multiple occupation (HMO) in a prosecution by Camden Council.

RPT Decisions

RPT Decision: Improvement Notice Appeal (CHI/45UC/HIN/2012/0008)
This case involves an Appeal against an Improvement Notice served by Arun District Council. The appeal was dismissed because it was made out of time.

RPT Decision: Rent Repayment Order (CHI/00HB/HMA/2012/0002)
This case relates to an Application for a Rent Repayment Order made by six tenants. The Panel awarded the Rent Repayment Order and each tenant was awarded £335.
